on second thought, forget about my buffertank idea, and see if you can't limit the equipment minimum part load on. like a chiller which is either on at 25% minimum or off. compressor equipment don't like low Part Load operation. In your case think also of setting a min. damper position for the terminal outlet, or a min. fan flow rate greater than zero. I don't know your idf.
