Do you have bypasses on the demand and supply sides of the loop?  Also, if you are hard-sizing variable speed pumps, I have found that having a Pump:Minimum Flow Rate >0 will result in the pumps running even when there is no demand, and the pump heat builds up over time...

I believe that there is something wrong with the pump (constant speed), also because I can solve the issue by replacing the constant speed pump with a variable speed pump. 
But theoretically it should also work with the constant speed operating as an on/off system. Any clue?
