Availability and setpoint are different concepts.
If the coil is “available” (and the fan is also “available”), the setpoint will be applied. If the coil is not available, the setpoint is not used.
p.s., Yes, there are often different setpoints for a cooling coil and a heating coil, but the setpoints do not need to be different. A VAV system, for example, might use a constant discharge temperature setpoint of ~12C.
