I would then increase the outdoor air requirement to force the system to use a very minimal flow rate to try and exclude the problem of the system trying to match a load with very low flowrates. If the error goes away, then you need to very carefully consider all the inputs that may effect it to size too small air flowrates... If that is indeed the problem.
