The error message is saying that at z=20,941 m elevation, the outdoor air temperature is very cold. This tends to be true but I doubt you have a building that tall. There is a model to adjust the outdoor air temperature with elevation that is based on the z-value above z=0. I am guessing you have input millimeters rather than meters.
