Dear Jin,
My friends at DesignBuilder brought to my attention that the VRF object ZoneHVAC:TerminalUnit:VariableRefrigerantFlow allows the use of an outdoor air mixer.  The mixer, in turn, allows introduction of outdoor air into the VRF terminal unit.
I did not know this was possible (now I do).  I believe that you may still need something like a DOAS air loop to supply outdoor air to the VRF.
