The pump number for HW loop seems limiting to one, therefore there is no branch pump needs to be modelled. As you have mentioned one pump system may be inefficient compared to two smaller pumps when HW system operates at low part loads most of time, so the proposed design may be benefiting of it!

Okay, so this is also analogue for Chillers. As for the pumps, I am betting the same, i.e . each with its own pump interlocked to the boiler it serves. The pumping power is specific. I'm unsure, but suspect that two smaller less efficient parallel pumps staged with capacity would be more efficient than one large pump operating at low part loads most of its time where it is even less efficient.
