Need to run the idf and review results to see what the system is doing. Your approach makes perfect sense to me. Two points I forgot to add. 

a) Per G3.1.3.14, secondary air flow in PIU should be 50% of primary air flow. So from sizing results (*.eio output file obtained after running a simulation), primary air flow should be picked and 50% of that should be the max secondary air flow. I do this manually and don't know whether there is a better approach to do this. I wish EnergyPlus allowed this to specify as use input. Also, I don't think there are any workaround using EMS but would appreciate if others can enlighten us if there are any.

b) Sizing:system object should also have central cooling/heating design supply air temperature as (cooling thermostat -11.1) and (heating thermostat + 11.1) respectively.

I generally use Sizing:system's central cooling/heating design supply air temperature as OA low/high values. If there is a better approach out there to determine Outdoor high/low temperature in OA reset SPM, would appreciate if others can shed light into it.

I'm asking about these things because when comparing min OA of propesed and baseline I'm finding that they are different even if the implementation of minim OA is the same. Don't mind if this could be because of sp managers... OA  requirements for each zone are the same in PROP and BASE, so the OA minimum flow rates. No errors in schedule were found. BASELINE PIU objects are all in autosize, don't imagine what has an effect on minimum OA flow rates.

Any idea?
