How is any reader supposed to know that, when you just put the SAMPLE.epw in your post and then asked why you're getting what you think are wrong outputs?
I'm not interested in pursuing this any more as so far it's been
a waste of time.

So, yes, that .EPW file contains constant values (it's a sample created with ELEMENTS) but the incoming radiation data are read by EnergyPlus from the Radiation.csv file.
