I'm unclear what's your actual goal, but if I understand correctly you just want to force the return conditions to be constant and don't care about how/which component is actually altering the conditions (and the energy use associated with it).
I checked the actuators available for the EnergyManagementSystem, thinking there could be a way to force the conditions on the zone return air node or the loop's return air node, but I couldn't find a way to do that...
The next thing I was thinking of, which was quite convoluted, was to use a dummy zone downstream and set it up as a plenum. This zone would be conditioned by something like ZoneHVAC:UserDefined (EMS program to set up return conditions...). But now I seem to recall that a plenum zone cannot have any equipment in it.
So back to square zero... I think the simpler solution (... sic!) here would be to add an override in the source code and recompile.
Perhaps you could explain what you're actually trying to do and we might come up with a better alternative/workaround.
