HVAC Diagram is not able to draw the plant loops, which is an indication that 
there is a connection problem.  The problem is that the MIXER and SPLITTER 
branches are incorrect.  For example, SPLITTER=ps_c_splitter should not list 
"ps_c_out" as an outlet branch, and MIXER=ps_c_mixer should not list "ps_c_in" 
as an inlet branch.  For any given plant sub-loop, the outlets of the SPLITTER 
must be the same as the inlets of the MIXER.
