These coefficients change depending on the specific chiller specifications.
The most accurate way to get these coefficients is to get performance data
(capacity and power consumption) for a set of data points covering a range of
entering chilled water and condenser water temperatures and build a spreadsheet
to curve-fit the coefficients. If you just want representative data,
DataSets\PerfData.idf contains some curve data for CHILLER:ELECTRIC:EIR for
centrifugal and reciprocating chillers. What is the "chiller stylebook"?
