[EnergyPlus_Support] Series Counterflow Chiller Arrangement



I'm trying to model a series counterflow (water-cooled) chiller arrangement where two chillers are in series.  I can get the SVG file to accurately represent the arrangement, but I can't seem to control the chillers properly.  When only one chiller is on (the other not on the plant equipment list), the chilled water loop maintains set point, but when I add the second chiller to the equipment list neither chiller turns on during the year.  I've tried uncontrolled, cooling load, and component set point operation controls to no avail.  

Can series counterflow chillers or just series chillers be modeled?  I don't see any example files.  If they can, what am I missing?
