The *.epw file contains 8760 hourly
records for an entire "typical year", each of which should have
the wind speed and direction for that hour. My note about
possible interpolations is just a warning that the raw data might
not always be hourly, although for a major station like Vienna the
raw data probably are. In any case, the data on an *.epw file are
always complete.
What is it that you want to know? The average wind speed and direction by hour of day? by month? Some of that might be reported in the *.stat file, although I'm not sure. Otherwise, you would need to read the *.epw file into a spreadsheet, and then do some summing and averaging.
