To illustrate what my concern would be, I attach a screenshot from E+ idf editor for your reference, which shows HeatPump:WaterToWater:EquationFit:Cooling object. 

It seems there is no way of setting inlet water temperature alone here. The temperature can be obtained from other connected object, such as a cooling tower, in relation to "Source Side Inlet Node" of this heat pump object. Am I right?
