As far as I know, this system only humidifies when heating and dehum. when cooling (logically). You need to dig a bit more, the complete algorithm is in Engineering Reference as the system is not as "Ideal" as it looks like, meaning that it is setup as a VAV system, and that some of the tight setpoint or loads may not be met. As said you need to understand how the system is "attempting" to meet the setpoints according with how it works.
