90.1-2010, Appendix G3.1.3.11 states, “The heat rejection device shall be an axial fan cooling tower with two-speed fans, and shall meet the performance requirements of Table 6.8.1G.”

Table 6.8.1G gives the performance for open-circuit and closed-circuit towers but Appendix G doesn’t seem to specify whether one is to use an open or closed circuit tower in the baseline.

Open cell for sure.

 

In EnergyPlus you can probably leave everything on autosize and as default values, that are CTI rated conditions.

- 95F entering water

- 85F leaving water

- either the default CTI OA wet bulb of 78F or (from approximate memory) 10F below the design wet bulb temperature, whichever is lower or something. It's further in appendix G

 

I don't recall seeing anything in 2007 about two speed towers?

Does 2007 differentiate? It's been a while...probably open loop. The closed loop tower possibly performs a little less effectively, but has other real world advantages. I'm betting the performance gap is small, but don't have any experience to say for sure.
