Using a SPm outdoor air reset and SP manager warmest are not properly the same but in my opinion both can replicate the G3.1.3.12 requirement. This point speaks about "cooling load conditions" so warmest could be more adequate. It's also true that maximum cooling load conditions can be "usually" reached when the outdoor air temperature is maximum. My "usually" excludes the phase displacement between the effect of internal and solar gains and the maximum outdoor air temperature. That's in my opinion why DB use and OA reset SPm as a default. It supposes the coincidence of the max oa air with the max cooling load.
