I found out the issue is:
"The zone loads are sensible-only, and do not include ventilation loads. Also, the "calculated" loads (and those in the zsz file) do not include any sizing factor. The component sizing includes factors to actually size system coils and equipment-- such as sensible, latent, ventilation loads, and sizing factors."

Maximum total cooling capacity" and the "calculated design load" The values in question are highlighted in yellow and make up a rather large discrepancy is not from a sizing multiplier.
The questionable values are

- Delta [W] = 214
