I usually respond to items I know.  I saw your whole page of EPlus reference to the HTML, therefore I pointed out that "user" meant "User spedified".  I did not know where the other number came from, and therefore did not respond.  My PC is too slow to run your IDF with weather file simulation.
 
Now I know that  it is the result of the IdealLoadsAirSystem I can simply say that this Maximum Total Cooling Capacity has no relationship with the DesignDay sizing value, because the former is from running the weather file data, and mayl be the same value, if you use the extreme day weather file data for sizing.. 
 
There is no pupose in comparing two numbers which are known to be from different conditions.  If you have used the 0.4% DesigndaySizing object, the difference value would be smaller.
 
As you have already found "your explanations", you need not comment or agree with what I said above..

Maximum total cooling capacity" and the "calculated design load"  The values in question are highlighted in yellow and make up a rather large discrepancy is not from a sizing multiplier.

The questionable values are 
  • Calculated Design Load [W]= 792.83
  • Maximum Total Cooling Capacity [W]=  1007.43 
  • Delta [W] = 214
