This is not done for randomization,
it's done to create a "typical year" where each month has been
selected as the closest representation of the long-term
distribution of climate variables. The exact procedure used in
this selection process varies depending on who did the work. For
files produced in the US, e.g. NREL's TMYx, ASHRAE's IWECx, etc.,
the selection is based on daily temperatures and humidities (max,
average, and min), solar radiation (average), and wind speed
(average),
with varying weights applied to each. Note that wind direction is not considered.
